The 23 wards of Tokyo exist within a massive black tower. Each ward has two "aristocrats" who are tasked with protecting the people of their floor from the other floors in the tower. Shibuya's viscount, Tsubame Sasaki, desperately wants to keep his people safe, but he believes he is too weak. One day, he meets a mysterious stranger in black who tells him it's not strength he lacks, but heart. The stranger then offers to defend the kingdom while Sasaki learns what he needs to know to save his people.
